Normally the IP block happens when you enter incorrect details multiple times while 'Logging in' into your own site. It doesn't mean that your website has been blocked but your computer (IP) is restricted to have the access of the site through it. When you have entered incorrect details at the time of 'Log in', the service provider blocks your IP as there are possibilities that someone is trespassing your site by providing fake details.
How to identify the IP block -
When you are not be able to view your website from your local computer system then you can understand that your IP has been blocked.
How to unblock IP -
Contact your 'Service provider or Support team' and ask the reason for the block and also request to revoke the block.
