how to add static ip in plesk?

Login into Plesk control panel
Go to Tools & Settings > IP Addresses ( Under Tools & Resources group)

It will open new page,here you can add/remove (or) assign IP address to resellers. Click on Add IP Address.

Select the network interface for the new IP from the Interface menu.
Type IP address and subnet mask.
Select the type of new ip address.

Select FTP policy and click OK
