There may be two reasons, which restrict you from installing the third party application 'Joomla'.
1] You may have unknowingly removed the installed_in_root.php from your home directory.
2] You would have deleted the public_html directory itself.
So, you need to recreate the folder and then search for the third party application under Softaculous to install the application.
